First - If a Vessel sailing from a Foreign Port with Passengers on board puts into a British Port on account of sickness or stress of weather, does she, if she lands her Passengers and afterwards re-embarks them, come under the provisions of the Passenger Act, and does the Act apply whether she lands her passengers or not?
Second - If a vessel leaving a Foreign Port with Passengers on board sails from a Foreign Port but touches at a British Port and takes additional Passengers not of themselves sufficient to bring her under the Act but sufficient to do so with the Passengers previously on board, does she come within the provisions of that Act? And if so, is that Act applicable to all her passengers or only to those who have taken on board in the United Kingdom? Would the applicability of the Act be affected by a separation of the
